What is the black & white striped flag that the spectators are waving in the Tour de France 2008?

The flag doesn't look like one that represents any country. It actually looks like a black and white USA flag, except the stars are replaced by something else that I can't quite make out on the television. My theory is that the flag has something to do with the doping scandals in cycling. Any ideas?
